A General Agreement In Government
As you have pointed out, one of the main objectives of the social partnership between the government, employers and trade unions is to ensure that the Russian economy is competitive and that Russia is competitive not only as an economy, but also as a jurisdiction and as a state, so that its workers and citizens are competitive. We`re working on it. I hope that the new three-year general agreement will reflect the commitment of the parties to move in that direction. I hope that our colleagues in the Duma will immediately accept the necessary legislative changes. As I said, we must ensure the growth of real incomes and real wages for our citizens. This applies to both the public sector, where the government has systematically worked to achieve this objective, and the trade sector, as the competitiveness of our businesses and their sustainable and proactive development depend directly on creating conditions for workers` self-realization and investment in their education, health, skills and quality of life. Today, the recessionary period for the economy is over and we are seeing growth in several sectors, including industry and agriculture, and we are facing the common goal of creating long-term sustainable growth and putting the economy in general on a positive path and, fundamentally, increasing the real wages of our citizens. Prices qualify minimum conditions of employment and serve as a safety net. Agreements are collective agreements that set conditions of employment and additional rights for certain workers and their employers. It is important to read both the corresponding agreement and the bonus for the occupational group concerned, in order to understand the full requirements of a staff member. As a general rule, an agreement is entitled to award an arbitral award if they contain the two clauses that cover the same condition of employment and if they are contradictory.
The agreement sets out the principles of regulating related social, professional and economic relations at the federal level for the next three years. Agreements between unions and employers are negotiated more regularly (usually every two or three years) and registered by the Western Australian Industrial Relations Commission (WAIRC). After registration, the provisions of the agreement apply to all workers in the workplace who are employed under the industrial agreement. We have reached many compromises in our discussions on a new general agreement. We have reached a new level of coordination of our actions. One of these coordinated decisions is an agreement on the need to recognize social investment by businesses for the benefit of regions, municipalities, workers and the state as a whole. Improving economic efficiency through labour development is an important task that requires close interaction between society, the economy and the state and their willingness to balance their interests. I hope that the new general agreement will be a reference point for the search for this balance and that the implementation of this agreement by all parties, including employers, trade unions and the government, will be a positive example of a reliable social partnership. I would like to thank the tripartite committee for the regulation of social relations and labour for its effective work in preparing the general agreement and for its active participation in resolving issues important to the labour market. There is no doubt that today`s signing of the three-year trilateral trilateral treaty is an important step in our efforts to promote social partnership in the country.
I would like to underline the President`s words when he said that this critical political decision, and of course also the economic years, have been years in development. From 1 May, the monthly minimum wage will be assimilated to the living wage, which is clearly an important step towards eradicating poverty.
